I think that probably makes them a little too meak to really be judging Ominiousness.

Well, if they were super super ominous, none of us would really be worthy, don't you think? This way, with kind of a median score, they can say, "Hey, this person isn't even as ominous as we are!" or "Hey, this person is scary cool ominous!" Or something like that. Though we'd really have to meet them to figure out their scale.
