Actually, I think a lot of phone companies are to blame here in America...of South Korea's population, over 80% of them have broadband. I wonder what America's excuse is? (probably WAAAY too much cable to upgrade)

The ILECs are definately to blame for a lot of it, trying to strangle as much DSL growth as the can legally manage, while the CLECs scramble to establish a foothold. They're new enough that their equipment is purchased ready to do this kind of thing already.
